Allow to trigger a deployment if another one is already ongoing on the same environment (queue deployments)

Feature Request

Today you can trigger only one deployment at a time within one environment. If a deployment is ongoing on the environment and you try to trigger a second deployment, you will get an error message telling you that the operation is not allowed (since another deployment is ongoing)
The objective will be to allow you to trigger other deployments if there's one already ongoing. At the minimum we will provide the possibility to queue the deployments without having you wait for the deployment to end, improvements could be done in the future to parallelize the operations (if the deployment is not on the same service)

    The deployment queue feature has finally been released!

    Only one deployment action request can be treated at each time, every successive request will be queued.

    If multiple requests are queued at the same time, the following merge logic is applied to optimize the overall deployment time:


    If two queued requests have the same action (Deploy, stop etc..) and are triggered by the same user, they are merged into one single request.


    Example: I have an ongoing deployment of my application A.

    • case 1: if I trigger the deployment on the app B and then on the app C, both requests will be queued and merged into one. When the deployment of the application A is completed, a new deployment request will be treated by Qovery and it will deploy both the app B and C (following the ordering defined in the [Deployment Pipeline][docs.using-qovery.deployment.deployment-pipeline])

    • case 2: if I trigger the deployment of the app B and another user triggers the deployment of the app C, both requests will be queued but they will not be merged into one. When the deployment of the application A is completed, a new deployment request will be treated by Qovery and it will deploy first the app B and then the app C.
