Manage service start up order via deployment groups (pipeline/stage)

Introduce a “deployment group” concept for any service of a specific environment so you can: - Define dependencies between your services, no matter its type. - Avoid building complex graphs and have an easy way to display how the deployment of your environment will happen. - Make sure that a default setup is applied and that DB are deployed as first.
